Replacing that combo with a harvester and header of the same brand solved it. It seems that when lowered on this harvester that header would be catching the ground anywhere the ground curved upwards, even ever so slightly. The problem there seemed to be with using a particular header on a different brand harvester. I also had this problem on another map for a completely different reason. Maybe a compatibility issue or one compounding the effect of the other there - not sure, I didn't investigate further, but if so it would be an example of how mod conflicts might be the issue and not the vanilla game itself. The problem might have been that I was using the More Realistic Handling mod (FS19_REA.zip) on a map with Dynamicmud. Don't know if I would have had the issue with other harvesters - didn't try. I edited one of the map's files to comment out the a line then the harvester worked fine.
